KOGA is the “voice of the industry” in Frankfort and Washington D.C. KOGA provides a “Bill Tracking” list for the Kentucky General Assembly when the legislature is in session. This member benefit keeps KOGA members up to date on any legislation before the Kentucky legislature that could potentially impact the oil and gas industry.

2019 Legislative Tracking

HB 199
House Bill 199, sponsored by Rep. Jim Gooch, is the consensus Oil and Gas Workgroup Bill that modernizes and updates decades-old oil and gas statutes. The bill, if passed, would mark the fifth year that the Workgroup has successfully passed legislation that positively impacts the industry, the environment and the overall health and welfare of the Commonwealth.

HB 199 sustains that productive momentum by closing loopholes on “bad actor” operators; establishes a funding mechanism for plugging legacy orphan wells; and gives the Energy and Environment Cabinet more enforcement flexibility to ensure that the rights of landowners will be protected and sites will be reclaimed. Governor Matt Bevin signed the bill on March 18 and takes effect on June 27, 2019.

Senate Bill 249, the consensus Oil & Gas Workgroup bill sponsored by Senator Jared Carpenter, of Berea, unanimously passed out of both state Chambers.  Governor Matt Bevin signed the bill on April 2.
